Voting Question: What can I do if my baby's birth certificate doesn't have his father name?

My baby was born in The Dutch Antilles because his father isn't registered there. They didn't allow me to add his name. I really need a legal paper to proof that he is the father of my son. I have called different place (government) to ask them. They told me that they could give me a legal paper saying that I could take my baby to his father's country and let them ( the country from his father) handel or see what they can do....
